This is due to the one coat application of most garage floor stain products, as opposed to the multiple coats and all the mixing that is required for an epoxy garage floor coating.

The only real reason to stain flooring, be it in the garage or inside the house, is to make it look nicer. Although they have no real need protection, aside from defending against the elements, most people do like things that look unique, and garage floor stain is definitely one of the more unusual finishes to be found in a garage.
